The California Employment Training Panel (ETP) is a joint business-labor state agency funded by a special tax on California employers. It helps businesses strengthen their competitive edge by providing funds for employee training. Training is customized to meet the needs of employers and provide high-wage, high-skill, secure jobs for employees. 

Who Qualifies 

To benefit from the ETP reimbursement through ULP, your company must be located in Orange or San Diego County, have at least one full-time employee, possess a CEAN number, and fall under a high-priority NAICS code. Employees must:

• Complete between 8-200 hours of training

• Retain their job for 90 days after completion of training 

• Be employed full-time and be paid at least the ETP minimum wage 

• Maintain and present a valid Social Security Number 

Trainees may receive training in any of the following areas:

• Business Skills 
• Computer Skills 
• Manufacturing Skills
• Continuous Improvement
